CHIP’s Rural Self-Help Program primary mortgages are funded by the USDA Rural Development, a government agency of the Department of Agriculture. Rural Development provides the subsidy that reduces the monthly payments for all eligible buyers. CHIP solicits additional funding sources when needed from various federal, state, and local entities.
